Looking at current and past models of government structures, I believe that the least dystopian type would be a type of democracy with a plethora of checks and balances. I say this because most countries like Germany, Russia, and Nigeria have had a turbulent history of power struggles. Germany was the most dystopian for its display of power in the 1940s with the rise of Hitler; he used the insecurities of the citizens to target innocent people wrongfully. Russia, where Putin basically wrote himself in the constitution to not lose power. Finally, in Nigeria, where there was a military coup almost every election cycle. With this being said, many checks and balances need to be in place to keep individuals from gaining unnecessary power.
